South Africa’s Vulnerability Assessment Tool praised at Stockholm World Water Week
Stockholm World Water Week is an annual event hosted and organised by the Stockholm International Water Institute (SIWI) and focuses on addressing global water issues, with the 2013 theme being Water Cooperation: Building Partnerships. This event was held from the 1 – 6 September2013, and Allestair Wensley from the Department of Water Affairs (DWA) presented a paper (co-authored by Grant Mackintosh (Emanti) and Viv Naidoo (DWA)) which focussed on how the Municipal Strategic Self-Assessment (MuSSA) and Municipal Priority Action Plan (MPAP) are used in South Africa to identify and address key water service vulnerabilities within municipalities.
The MuSSA entails senior managers answering questions of 16 key municipal water services business attributes, which reflect a range of performance, governance and development indicators. Thereafter a formalised action plan for alleviating identified vulnerabilities is initiated using the MPAP which enables a platform for supportive and collaborative inputs by sector partners. Key supporting and participating parties to the process includes Department of Water Affairs (DWA), Department of Cooperative Government (DCog), National Treasury (NT), Office of the Presidency, South African Local Government Association (SALGA)and municipalities themselves.
